How do I navigate from one account to another without the navigation tabs at the bottom of the register?

The account tabs feature present in earlier versions of Quicken has been changed to an account selector at the top of the account screen. The account selector is the arrow located to the right of the account name in the account title bar.

When clicked, the account selector will display a list of your accounts, from which you may select your desired account.
